The City of Shreveport officially took a major step forward in public safety infrastructure on Monday with a ceremonial contract signing for the new Shreveport Police Department Headquarters, a long-awaited project that will replace the department’s aging and outdated facility.
The City has awarded the construction contract to local company Hand Construction, led by Cayce Hand and his son Kyle Hand. The ceremonial signing took place at City Hall with Mayor Tom Arceneaux and Chief Administrative Officer Tom Dark.
“For decades, our police officers have done critical work in a building that no longer met the demands of modern law enforcement,” Mayor Arceneaux said. “This new headquarters is about giving our officers the space, resources, and support they deserve—and making a clear statement that Shreveport is investing in the future of public safety.”
“This project means a great deal to us,” said Cayce Hand, owner of Hand Construction. “Building a new headquarters for the Shreveport Police Department is not just about construction—it’s about supporting the men and women who serve this city every day. We’re honored the City of Shreveport has entrusted Hand Construction with a project of this significance.”
The new headquarters will provide updated operational space, modern technology infrastructure, and improved working conditions for officers and civilian staff. City leaders say the project reflects years of planning and commitment to addressing long-standing facility needs after the department outgrew its former headquarters.
Chief Wayne Smith of the Shreveport Police Department noted that the project represents more than a new building. “We are very excited for this project to begin. 1234 Texas Street has long stood as a beacon in the Shreveport community, housing generations of dedicated law-enforcement professionals who proudly served this city. This new facility will position the Shreveport Police Department among the very best in the state, with modern facilities and advanced technology that will significantly enhance our ability to serve the public while also boosting morale across our ranks.”
Hand Construction brings extensive experience in large-scale public and commercial projects across Louisiana and the region. Construction is expected to begin following final administrative steps, with additional project milestones to be announced as work progresses.
